Allegations Continue by District Attorney That Anthony Costanza's Home Was "Completely Remodeled."

The District Attorney's case against Anthony Costanza for assessing his home at $184,800 (7-1-23 Full Market Value) hinges on statements from their real estate "expert," Warren Leisenring, Jr., who claims the home was "completely remodeled" and therefore justifies an assessment of greater than $200,000.
In a recent email (August 19, 2025) from Warren Leisenring to the District Attorney's office, Mr. Leisenring continues this narrative when he states, "Costanza publicly stated he corrected thousands of illegal property assessments while he was the assessor. Here is the 'million-dollar question' you should ask him: If you corrected thousands of illegal property assessments while you were the assessor, why didn't you correct (increase) your property assessment to include the complete remodeling of your residence at the same time? Instead, he lowered it."
This email was sent by Mr. Leisenring after he learned of a recent independent investigation by The Governmental Watchdog, which concluded that "charges against Anthony Costanza are unfounded and are politically motivated." That investigation revealed a second licensed independent appraisal conducted on Costanza's home that placed the market value at $170,000. Using this appraisal—which was determined via sales comparisons—and applying the 2025 equalization rate, the 2025 assessment of 257 Cranbrooke Drive would be $142,800 (therefore, Costanza assessed his home $27,200 more than he could have, not less as alleged and the DA purports to be "criminal").

This therefore begs the question: Why is the District Attorney basing their case on such an erroneous opinion and information from someone who is not a licensed real estate broker or a licensed real estate appraiser, and who apparently has some deluded "million-dollar" belief that Costanza's home was "completely remodeled"?
