My Background

I’m a life-long resident of Irondequoit, having grown up on List Avenue. My parents moved to Irondequoit in 1974, the year I was born.


I graduated from West Irondequoit High School (National Honor Society) and attended Monroe Community College from 1992 to 1995, obtaining an Associate Degree in Science. I enlisted in the U.S.A.F. in 1997 and served in the Civil Engineering field until 2001. I attended SUNY Buffalo State from 2001 to 2003 where I graduated Summa Cumm Laude and earned a Bachelor of Science in Economics. I was President of the Buffalo State College Dead Economistic Society for both my junior and senior years. I was competitively selected to attend the U.S.A.F. Officer Training School in the fall of 2003 and was commissioned as a Second Lieutenant on Oct 31, 2003.


My upbringing in Irondequoit was so positive that as soon as I retired from Active Duty U.S.A.F. service, I sought to return here to raise my son on the same sidewalks and playgrounds I played on 45 years ago.  Fatherhood is my crowning achievement being a single father to a bright, mathematically gifted 10-year-old son named Enzo, who attends Rogers Middle School.

My goals as supervisor is to return Irondequoit to the greatness it once was not just for my son but all residents.

My Professional Experience

Over the course of my military career, I led thousands of people, balanced billion-dollar budgets to the penny, overhauled inefficient processes, and ensured that the taxpayer derived the absolute most for every dollar spent under my watch. As a highly decorated active-duty Air Force veteran, I served four combat tours in the Middle East.

 

I performed various assignments within Financial Management to include Financial Services Officer, Budget Analyst, Cost Analyst, Officer in Charge, and Comptroller five times. I was hand selected into Air Force and Joint Special Operations assignments and deployments.

 

I held Top Secret/ Sensitive Compartmental Information clearance (TC/SCI) with Special Access Programs (SAP) clearances to some of the most sensitive programs in the military.

My military officer career culminated as a Commander and Comptroller. During my service, I worked as a Cost Analyst, gaining exposure to federal land and infrastructure purchasing, assessment, taxation, and maintenance.

 

Throughout his 21+ years of service, I expertly and judiciously planned, programmed, managed and executed over $8.0B in Department of Defense Appropriated funds. The majority of my impact was within the realm of Special Operations, and Sensitive Activities.

Upon retirement from the Air Force in September 2021 as a Lieutenant Colonel., I worked for two years at Northrop Grumman. These experiences inspired my service as Irondequoit Town Assessor. As the Town Assessor, I worked closely with residents, the County, and New York State to navigate over 1000 complex home assessment issues left in the wake of the 2023 reassessment.

  • Served as Commander and Comptroller of a Data Masked organization from 2018 to 2021.

  •  Oversaw $4.8B Wing portfolio under multiple annual and multiyear appropriations.

  • Comptroller and Director of Finance (J8) for Joint Psychological Operations Task Force (JPOTF) Headquarters (Qatar Deployed 2008).

  • Resource Manager and Director of Finance (J8) for Joint Task Force 5-35A (Afghanistan Deployed 2010).

  • Comptroller and Director of Finance (J8) for the Combined Joint Special Operations Task Force Afghanistan (Deployed 2012).

  • Officer in Charge of Sensitive Activities, Financial Management (2013 – 2018).

  • Task Force 3-10 Chief of Staff (Colonel) “Best Resource Manager in 25 years of service in strategic, operational, or tactical level.” 2010

  • Joint Task Force 5-35A Chief of Staff (Colonel) “Costanza is #1 of 24 Company Grade Officers of any service, best Resource Manager in 30 years of service. 2010

  • 2012 U.S. Special Operations Command Winner of Innovation in Financial Management in Combat Zone award, retooled entire CJSOTF-A business model. 2012

  • #1 of 91 eligible, 2012 Headquarters A.F. Special Operations Command Field Grade Officer of the Year (first time in A.F. Special Operations history that award went to a “non-operator”. 2012

  • Data Masked Commander (Colonel), “#1 of 9 Group Staff Majors. Created the 1st U.S. Treasury Index 97 signature reduction mechanism. (A mechanism that had been unsuccessfully worked on for 10 years). 2016

My Pledge to Irondequoit Residents

As your Town Supervisor I will apply my fiscal and leadership skills to always do what is right, follow the law, listen to the will of the people, and take care of our residents with the upmost honor and integrity. Each tax dollar spent will be scrutinized such that taxation is kept to the absolute minimum. Rigorous processes will be to be implemented so that fiscal outlays make sense and are transparent to the citizens. Expensive contracts will cease to provide mediocre products and contractors will be held to their contractual obligations.  I will uphold the rights of our residents according to our constitution and the laws. Equal, fair enforcement of Town Code and NYS Laws is paramount.  

Provide Access: Citizens' voices must be heard. The culture of the Town of Irondequoit government, particularly staff members and elected officials, has evolved to an “iron curtain” mentality that operates without residents' input and decisional feedback. I pledge to change this. I want to hear from our residents and encourage everyone to reach out to me be it an email, a letter to my home, a phone call, or meeting, so we can address concerns and solve problems that arise for our community with complete transparency.

 

Illegal Reassessment of 2023: My pledge is to remedy the unconstitutional assessing methodology that I discovered during my tenure as the Assessor. The fact that selective assessing occurred in 2023 was communicated to the entire Town Board in the summer of 2024, and the board did nothing to notify citizens and address the problems. The 2023 Townwide Property Reassessment violated the NYS constitutional rights of residents. Thousands of assessments, including my own, were incorrect. I fixed every error known to me, but the true remedy is to redo the assessment with correct methodologies that are lawful and upon data that is accurate. I am highly motivated to help our residents understand how property assessments and taxes work and provide transparency of budgets and spending to allow the greatest efficiency of each tax dollar property owners pay.

Reduce Crime: As your supervisor, it is my duty to always know our community is safe. The cornerstone of a safe community is strong, proactive, customer service centric law enforcement. I will ensure that the men and women risking their lives to keep our citizens safe, have the resources they need to do their job effectively and efficiently.
